Policy & SOP Development

Policies should do more than satisfy an accreditation requirement or fill a binder on a shelf. They should establish leadership intent, define expectations, and provide a framework for consistent decision-making while preserving the professional judgment of company officers.

Throughout my career, I have developed policy and Standard Operating Procedure systems governing emergency operations, training, aviation firefighting, EMS, safety, workforce development, promotional processes, and organizational governance. My approach emphasizes transparency, ownership, and defensibility—developing policies that align with applicable laws, consensus standards, labor agreements, and operational realities while remaining practical for the people expected to use them.

Many organizations inherit policy manuals that have evolved over decades under multiple Fire Chiefs. Individual policies may have been revised over time, but collectively they no longer tell a consistent story about how the organization operates or what its leadership expects.

When was the last time your policy manual was comprehensively reviewed? Are your SOPs current, legally and operationally defensible, and reflective of today's operational realities? Do they communicate the current Fire Chief's leadership intent, or the accumulated intent of every chief who came before? Most importantly, do they provide clear guidance while still allowing officers to exercise sound judgment?

Those questions are often more revealing than the policies themselves.

Policies should not simply document how an organization operates. They should reflect the leadership accountable for those operations.
