Policy & SOP Development

Policies should do more than satisfy an accreditation requirement or fill a binder. They should state leadership intent, define expectations, and guide consistent decisions while preserving the professional judgment of company officers.

I have developed policy and SOP systems for emergency operations, training, aviation firefighting, EMS, safety, promotional processes, and governance, aligned with law, consensus standards, labor agreements, and operational reality.

Many departments inherit manuals built over decades under several Fire Chiefs. Each policy may have been revised, but together they no longer tell a consistent story. Do yours communicate the current Fire Chief's intent, or the accumulated intent of every chief who came before?

Policies should not simply document how an organization operates. They should reflect the leadership accountable for those operations.
